Payenda_KhanAl-haj Payenda Muhammad Khan was born 1965 in Sar-i-Pul Province. He bagged second most votes in Wolesi Jirga Elections 2005. Payenda is a strongmen from Is'haqzi tribe who is staking a claim to local/provincial leadership and to representation of local, tribal, ethnic and regional interests. Apart from benefiting from the support of armed militias, he also invested sizeable resources to guarantee good performances which would legitimise his claims and consolidate his status of a strongmen.

According to the Killid Media War Crimes Project, 2008 500 jirib of land (roughly one third an acre) occupied by the Is'haqzi tribe of Sayed Abad district of Saripul, was actually stolen from 50 families that had been forced from the village. The families say that that Kamal and Hajji Payenda Muhamad (who is a member of parliament) are behind the land thefts. Hajji Payenda Muhammad, who represented Saripul in Afghanistan's parliament, told Killid. "The land issue involving the Is'haqzai tribes is not a secret. President Karzai even knows about this. The Is'haqzai's claim to the land is baseless."

Tens of residents of Sar-e-Pul accused Payinda Mohammad in the “Complaints Hearing Commission” of the Parliament, the representative of Sar-e-Pul in the parliament, for rape, murder, seizure of land and other crimes and claimed that Younis Qanooni, Speaker of the Parliament, supports this MP, but the other side called the allegations “false”. These representatives that were about thirty in number and from different tribes (Hazara, Tajik, Pashtun and Uzbek) of Sar-e-Pul, had come to the “Complaints Hearing Commission” of the Parliament on 12th October 2008. Payinda Mohammad’s son had also raped a 12-year old girl in Sar-e-Pul. Although President Hamid Karzai had ordered Payinda Mohammad’s son to be arrested, according to the claims of the people of Sar-e-Pul, the reason for the absence of prosecution was Muhammad Younis Qanooni’s support. Payenda was a member of the Committee on Natural Resources and Environment (2005).
