Mawlavi Kashaf's first teacher was his father, the late Sarfaraz Khan who guided him in his initial religious studies. However, due to destiny's decree, he lost this divine blessing early in life when his father passed away.

Despite these hardships, Mawlavi Kashaf, driven by his special love for religion and knowledge, continued his religious education with the local scholars of his time. In 1964, he was recognized as a comprehensive scholar by the Laghman High Court. He later pursued two additional years of advanced religious studies outside Laghman with eminent scholars and began his formal government service in 1966.

It is worth mentioning that 54 years ago corresponding to 1966 AD, there was only one audio broadcasting service in Afghanistan, known as Afghanistan National Radio. During that time, the late Khashaf served as a religious interpreter for the mentioned radio station. Alongside this, he also held responsibility for the Payam-e-Haq magazine. In the Ministry of Information and Culture, he managed the professional board of the Preaching Directorate. Additionally, he contributed to newspapers through his writings.

He wrote programs on Quranic exegesis, the life of the Prophet, and religious sermons, which were broadcast in his own voice. This series continued for approximately 12 years.

With the arrival of the Soviet Invasion and after the communist coup in 1357 AH (1978 AD), he migrated to Khyber Pakhtunkhwa. There, he served as the editor-in-chief of the Mujahid journal under the Islamic Union of Afghanistan. Later, alongside his responsibilities for publications within the Mujahideen Union, he also served as the head of the Cultural Committee of the Islamic Union of Afghanistan.

The late Kashaf hosted programs titled Islamic System for the Mujahideen through Peshawar Radio for 13 years and 3 months. At the request of the Mujahideen, two of his collections of sermons were published as books titled Islamic System (Islami-Nizam) and Truth-Seekers (Haqq-Paloonki).

In addition, the late Kashaf authored and translated several other printed works, including the Pashto translation of Tafhim-ul-Quran in six volumes, Mohammadi Seerat (The Life of the Prophet in the Light of Knowledge), The Scale of Knowledge, Secrets of Quranic Knowledge, Four Key Quranic Terms, A Sweet Story: A Special Interpretation of Surah Yusuf, and Islam and Economic Growth. He also had unpublished works, such as Al-Kitab, a summary of the chapters of the Quran.

During his time in migration and jihad, the late Kashaf participated in hundreds of conferences and dedicated his life to spreading the truth from the pulpit, gaining a large following. He was a member of the Consultative Council of the Mujahideen’s Interim Government and, after Afghanistan's independence, served as the deputy, secretary, and spokesperson of the Scholars’ Council for the Eastern Zone of the country.

In Afghanistan's Islamic government, he served as a member of the Cabinet of Ministers and as the Minister of Information and Culture for a period of time. During the Taliban regime, the late Kashaf did not hold any official position; however, he continued his primary mission by conducting courses on the life of the Prophet (Seerat-un-Nabi) and Quranic exegesis (Tafseer).

During President Karzai's government, he worked for five years in various departments of the Supreme Court of the Islamic Republic of Afghanistan and was also a member of the High Council of the Supreme Court. He also played a constructive role in the establishment and legitimization of The Islamic Republic of Afghanistan and the continuation of the National Unity Government of the Islamic Republic of Afghanistan. From that time until the end of his life, he served as the head of Afghanistan's Nationwide Scholars’ Council(Shura-al-ulama).
