3. Biodata:

Mullah Abdul Salam Hanafi Ali Mardan Qul hails from Jawzjan Province. He has studied at various religious seminaries including in KarachiPakistan. He has also been teaching at Kabul University for some time. Abdul Salam Hanafi has been part of the Taliban movement from the beginning. However, he is generally known among the Taliban as an "Aalim e Deen" (scholar of the faith)
 

Hanafi is a senior Taliban leader and a key member of the group's negotiation team in Qatar's political office. He was also the deputy education minister of the first Taliban regime between 1996 and 2001.


Given Hanafi’s role within the Taliban, the United Nations Security Council sanctioned Hanafi on February 23, 2001, and the U.K. Office of Financial Sanctions Implementation sanctioned Hanafi on April 2 of that year.
