Hakim TursanTorsan was born 1954 in Ashuqan-Arifan area of Kabul city. He obtained a Bachelor's degree in literature from Kabul University and pursued education in the intelligence sector in Uzbekistan, Russia and Germany.

He said he had worked on various positions in security departments of the country from 1979 to 1992. Mohammad Hakim Torsan started his political career by joining the Afghanistan People's Democratic Party in 1973. He was an executive member of the Afghanistan National Unity party, but jumped into the presidential race as an independent candidate. He was a multiple would-be presidential election hopeful in various Presidential Elections. In the 2009 election he withdrew his candidacy prior to the election. He named as his first Deputy Nasrullah Ziarmal and Second Deputy Sayed Mohammad Yasin Alawai. In addition to Arsalee and Rigi, the candidates most frequently accused of being secret Karzai supporters or imminently ready to end their campaigns in 2009  included Mohammed Hakim Torsan, Basir Ahmad Behzan, and Alhaj Abdul Ghafor Zori. Torsan withdrew his candidacy prior to the election. Torsan withdrew his candidacy prior to the election.

Torsan was an unsuccessful Wolesi Jirga 2009 candidate for Kabul. He bagged only 954 votes and got no seat in Wolesi Jirga.

Presidential 2013 election candidate Muhammad Hakim Torsan has said that efforts for strengthening security, pushing forward peace process, reconciliation with the Taliban and giving general amnesty to all rebel forces were an integral part of his agenda, he will implement if he wins the presidential race. Describing the presidential system ineffective, the aspirant said he will change the system into parliamentary system. About his foreign policy, he said it will be based on neutrality, friendship and coordination. He linked the country's development and reconstruction to restoration of security. Nasrullah Zyarmal, from Zabul province and Dr. Sayed Yasin Halabi, from Maidan Wardak province were his running mates. The presidential and provincial council elections were due on August 20, 2013.
 

An ethnic Uzbek, Hakim Tursan was an intelligence official under Soviet-era ruler Najibullah.He graduated from Kabul University with a degree in Persian literature. His running mates in Presidential Election 2019 are Nader Shah Ahmadzai, a Pashtun who heads a Kabul-based think tank; and Mohammad Shafi Qaisari, another ethnic Uzbek and former communist.

He speaks Uzbek, Dari, Russian and German language.
