General Abdul Rahman Rahimi has received intense training by the Americans, was he was the district police chief of Kabul. When problems began in Baghlan, he took over as provincial commander of the police force to chop off the militancy.(20110121) Brig. Gen. Abdul Rahman Rahimi, is a Pashtun; the fact that the vast majority of his men are Andarabi Tajiks rendered him largely ineffectual, his authority mostly nominal.

Brig. Gen. Abdul Rahman Rahimi blamed a former quick reaction force commander for attacking him on 20110127 when he was returning from Doshi district to Pul-i-Khumri. More than 30 attackers, who wanted to kill him, escaped as police reinforcements arrived at the scene.

Rahimi was ad odds with Nur-ul-Haq a local Tajik warlord and Afghan Local Police Chief (ALP) in Shahabuddin District who has been supported bei US-Special Forces. Rahimi said: An area that could not be secured by 500 national policemen is secured by 50 A.L.P. But what is really important is that the A.L.P. must be regulated. Ultimately, that regulation should come from the chief of police. But the Americans had hampered his ability to do his job and that U.S. Special Forces protected A.L.P. commanders from criminal investigations. The rules say the local police must be under the direct supervision of the national police. (20111019)

In fact, it makes sense that Rahimi would want to give an impression of disapproving of Haq (thereby appeasing certain Tajiks in the provincial government), while also refraining from arresting him (which might result in Haq’s removal and risk upsetting the precarious stability Shahabuddin now enjoys). Accusing American Special Forces of obstructionism would afford the general a convenient means of doing both.

A new attack on the Kabul Military Hospital Mar 8, 2017 is an embarrassment for Ghani and security officials. It came just days after the president replaced Kabul’s longtime police chief Rahimi for failing to curb terrorist actions as well as rising criminal activities in the capital.
