3. Biodata:
Mushtaq Ahmed Bilal was born in Badakhshan in 1978; he graduated from Hajji Abdul Qadeer Khan High School in Kabul and completed his higher education in the field of English literature, in the faculty of literature and languages at Kabul University.

Bilal has worked in different posts with several international organizations, United Nations and a while with Bengali BRACC organization, since 2006 he is working as head of Logistics and Support Department in the secretariat of the Independent Election Commission. Moreover, Bilal attended the international trainings in the field of logistic and management in Dubai, Pakistan and Austria.

He speaks Dari, Pashto, English and Urdu fluently and has translated many texts from English to Dari.
