Haji Mohammed Isa Khan Shinwari Shinwary Haji Mohammad Essa Shinwari , son of Mir Afzal Khan, was born in 1930 in the village of Ghani Khel in Shinwar district of Nangarhar province. He completed his primary and private education under the tutelage of religious scholars. He is associated with Hamnazar.  Shinwari, who is a tribal leader, has been active in solving tribal and regional issues in community gatherings and jirgas. He is the recipient of a medal and a cash bonus for his work between the public and the government. Shinwari lived in Pakistan as a refugee. He was appointed to the Meshrano Jirga by the President.

He is a member of the Complaints and Petitions Commission.

Mustafa Zahir was introduced as presidential nominee for membership of the Meshrano Jirga for a five-year term on October 8. He replaces Essa Khan Shinwari.(20171008)
