3. Biodata
shams_jalilDr. Jalil Shams was born 15. Aug 1940 in Herat Province. There he went to school together with Ismael Khan. He is married and has two daughters. Shams was educated in three countries - Afghanistan, Egypt and Germany. He graduated from Sultan Ghias-ud-din Ghoori High School, Herat in 1958. He received a bachelor's degree from Cairo University, Egypt in 1964. He later moved to Germany, where he received a diploma in economics in 1969. Additionally, Shams received a Doctorate in Economics from Bochum University, Germany in 1973.

Shams is in search of new foreign investment for Afghanistan and seeks to promote Afghan corporations abroad, especially in the United States.  He had two jobs. He is the Chief Executive Officer (CEO) of Da Afghanistan Brishna Shirkat (DABS) and was the Minister of Economy. Both jobs are full time jobs. The CEO DABS job is more lucrative due to Donor supported salary. Shams refused to give up one of the two jobs. This fact was seen very critical. Public Prosecution Department says a commission is to be set up to investigate corruption cases attributed to Jalil Shams and others. (20100315)
