Kabir Andarabi (until mid-2005 a senior ministry of defense commander, stationed in Bagrami, as of mid-2005 a police official in the ministry of interior) is a middle level commander of Jamiat, Shura-e Nazar party of Ahmed Shah Massoud (killed on September 9, 2001). Human Rights Watch is listing him as a Human Rights Abuser.
