District Chief:
Zalmai Shah (20110923). Protesters blamed the district administrator's brother, Mujibur Rahman, for shielding irresponsible armed individuals. Zalmai Shah, is a brother of Wolesi Jirga member Fawzia Kofi. The protestors called for disarming the district chief's brother. Governor Shah Wali Adeeb assured residents of replacing Zalmai Shah.(20110908)

Background:
No health care center exists in Khwahan District Khahan District Qala Khwahan District of Badakhshan. Khwahan is the capital of Khwahan District (pop. 15,000) in the Badakhshan province in Afghanistan, very close to the western border with Tajikistan. There is an airport there. (20120924)
