3. Biodata:
Matiul Haq Khalis was born in 1961 in Nakarkhel village of Khogyani district of Nangarhar province. He is the son of a late well-known Afghan jihad commander Mohammad Yunus Khalis. After studying early religious education from his father he then migrated to Pakistan in 1978 and studied in various madrassas in Khyber Pakhtunkhwa.

In 1988 he received a Bachelor’s degree in Islamic law from the Islamic University of Madinah and a Master’s degree in Islamic studies from University of Punjab in Lahore, Pakistan. From 1990 to 1991 he studied Hadith at Jamia Imdad-ul-Uloom Islamia Peshawar. He is also a Hafiz-i-Quran.
 

He and his brother Anwar ul Haq Mujahid led a group called the Tora Bora Military Front.
 

In 1986 he has been a teacher at Al-Hijra Wal-Jihad Madrassa in Shamshutu Camp in Peshawar of Pakistan and has been in charge to create relations with foreign organizations on behalf of the Hizibe-Islami jihadi party of Afghanistan

Mawlavi Matiul Haq Khalis, in addition to his higher education, memorized the Holy Quran at the age of 55 years. In 1990-91 He conducted a major course in Hadith at Imdadul Uloom Madrasa in Khyber Pakhtunkhwa.

In 1993 during the establishment of the Islamic Emirate of Afghanistan,  Mawlavi Matiul Haq Khalis remained the deputy director of education in Nangarhar Province.

Following the US involvement in Afghanistan, he followed in his father's footsteps and began jihad with the US. In this way, he played a significant role in encouraging the Mujahideen and took on military and media responsibilities.

In 2019 after the military campaign against the United States and its allies, He has been appointed a member of the negotiating team of the Islamic Emirate of Afghanistan in Qatar for talks with the United States. At the same time, in 2020 He was appointed a member of the Political Office of the Islamic Emirate of Afghanistan in Qatar and a member of the negotiating team of the Islamic Emirate of Afghanistan with the Afghan government.

In 2021 He was appointed as the President of the ARCS by the decree 24 of Amir al-mu'minin Sheikh Hibatullah Akounzada, leader of the Islamic Emirate of Afghanistan, which has so far served as the acting president of the Afghan Red Crescent Society.

He speaks Pashto, is fluently in Dari, Arabic and Urdu.
