Toran Khalil was the chief artillery officer who supervised shelling and rocketing operation during late 1992 into 1993 in Kabul. He is a second tier commander of Heszb-e Islami. Khalil is a second tier commander of Hezb-e Islami party. Human Rights Watch is listing him as a Human Rights Abuser.
