Haji Noor Ahmad Zia aka Ahmad Zia Agha was born 1974 in Maiwand District, Kandahar Province. He is blacklisted by the U.S., the United Nations and the European Union to help lead the country’s central bank, according to people familiar with the matter. Afghanistan’s Taliban government has appointed his Da Afghanistan Bank's No.2.

Military Council as of 2010. In 2008 and 2009, served as a Taliban finance officer and distributed money to Taliban commanders in Afghanistan/ Pakistan border area.
Ahmad Agha, is a senior Taliban military and financial leader sanctioned for allegedly managing funds intended for bombs and for distributing money to Taliban commanders and associates abroad. The U.S. has labeled him a specially designated global terrorist. He was appointed five months ago as the first deputy governor of the Da Afghanistan Bank.
Agha’s appointment doesn’t change the legality of dealing with Afghanistan’s central bank, because a general license issued by the U.S. Treasury Department last month allows transactions with Afghanistan’s governing institutions, even if they are led by sanctioned individuals.
The Taliban official said the Taliban was open to allowing a State Department-appointed contractor to monitor Afghanistan’s central bank compliance with anti-money laundering standards, and that monitoring experts would be able to go to Afghanistan. But the But Taliban were concerned the US idea could create a parallel central banking structure, the official added, and were not prepared to remove top political appointees including Deputy Governor Noor Ahmad Agha, who is under US terrorism sanctions.(20220726)- Last modified:
