Abdul Latif Zhwandai s/o Ali Akbar was born 1980 in Hassanzia Village, Esmaelkhil Sadozai District, Khost Province. He was awarded B.A. in Language and Literature. He completed his undergraduate studies in social sciences from Ukraine. He was provincial council member in the previous tenure. He has active presence in social and political activities.He worked in Trading and Banking companies.

He speaks Dari and Russian languages.
