Rahmatullah Abdul Samad QariQari Rahmatullah Abdul Samad Rehmatullah was born 1958in Khanabad District. He claimes to be an Independent member of Wolesi Jirga. Former Commander - linked first to Hezb-e Islami, then Junbesh, then Jamiat. Controls Ali Abad and Khan Abad districts, commanded 350 armed militia. The former Mujaheddin Kunduz governor is still a very influential person in Kunduz Province.
