Hekmat Khalil Karzai is the son of Khalil Lula Karzai and was born 1973 in Kandahar Province. A teenager he left Afghanistan in the early 80's to settle in Quetta, Pakistan. Hekmat Karzai lived 4 years in Quetta, where he went to a British school. Not yet a twen he left Quetta in the late 80's and went to the USA for further education. Hekmat Karzais father was fatally shot by Yar Mohammad Karzai 1982 or 1983 in Quetta, Pakistan, because of a failed arranged marriage.
Hekmat Karzai is a cousin of President Hamid Karzai. He has a Bachelor of Arts in Political Science (University of Maryland, USA), Master of Science in Information Technology (American I. University, USA) and a Master of Science in Strategic Studies (Institute of Defense and Strategic Studies, Nanyang Technological University, Singapore).
Hekmat Karzai returned from USA to Afghanistan early 2006 and founded and since 2006 runs the Center for Conflict and Peace Studies, a Kabul-based research organization that supports the Karzai government. Before the Sept. 11, 2001, attacks, Hekmat, then 28 years old, was a student and also worked in restaurants in the Washington area. Hekmat Karzai is the younger brother of Hashmat Karzai, who played a role in a Karzai family feud killing (NYTimes 20091219).
The Centre for Conflict and Peace Studies, a Kabul-based research and advocacy organisation, will be testifying as an expert witness in favour of Khairkhwa's and other Guantanamo Inmates for release (20110319).
In his capacity as a Director of CAPS Hekmat Karzai has appeared in international media, organizations and think tanks. He has written extensively on Afghanistan.
A Rolex type watch gifted by Shekh Abdullah Bin Ali Bin Thani during his visit to Kabul to Hekmat Karzai was handed over to Da Afghanistan Bank. This should signal that Karzai is not corrupt to qualify him for a job in the Ghani-Abdullah Government.(20141209) According to a presidential decree, Hekmat Khalil Karzai has been appointed as the Deputy Minister of Political Affairs in the Ministry of Foreign Affair of Aghganistan considering the Paragraph 13 and Article 64 of the constitution of Afghanistan.(20150121)
Hekmat Karzai is a American Citizen and is fluent in English, Pashto and Dari. He is also fluent in Urdu (Hindi).
