Amir Jan Dauwlatzai, son of Haji Mullah Jan, was born in 1960 in Dauwlatzai village
of the Chaperzai district, Nangahar Province.  Dauwlatzai completed his primary and secondary education in Nangarhar, then graduated from Ibn-e-Sina High School in 2005.

Dauwlatzai was a member of Hezb-e-Islami Mawlawi Khalis (the Islamic Party of Mawlavi Khalis) during the jihad. Dauwlatzai is well-known in Nangarhar as a tribal leader. He has helped to solve tribal problems through his work on jirgas.

Before running for parliament, Dauwlatzai worked in the import-export business and in vehicle sales. He now works in real estate.

Dawlatzai ran unsuccessfully in the 2005 elections. Amir Jan Dowlatzai Dolatzai Dawlatzai was elected as an independent member of Wolesi Jirga 2010 and bagged 10th most votes in Wolesi Jirga Election 2010.

When an intelligence operative started searching the car of Amir Jan Dawlatzai, a member of the Wolesi Jirga from eastern Nangarhar province, gunfire erupted between his body guards and the intelligence official was killed. Dawlatzai claimed the NDS employees, after searching his vehicle, opened fire on his guards, for reasons not known to him. (20120806)

Amir Jan Dawlatzai and his son-in-law both acknowledge that the latter is occupying disputed land which belongs to Majbur Abad High School, but they insist he purchased it legally.(20121123)
