The Wolesi Jirga (WJ) Secretariat consists of support staff who are in charge of all the administrative, financial, logistical and security affairs of the WJ.

3. Biodata:

Khudai Nazar Nasrat Khodai Nazar Nusrat was born in 1975. He attended the high school at Sayed Jamaludin High School, Peshawar in 1994. Nasrat has a Master of Arts (MA) in International Law, India (2012) and Bachelor (Hon) Degree in Civilization and International Studies, Faculty of Islamic Call, Tripoli, Libya (2003). Nasrat has also attended various training, fellowship programs including constitutional law, criminal law in France, Germany, Morocco, India, Turkey and USA, has Orientation Diploma inLaw andInternational Studies, Tripoli, Libya (2003).

During his services in the General Secretariat of the Wolesi Jirga, in order to institutionalize legislature in Afghanistan, Nasrat engaged in various efforts and activities including Capacity Building of the staff members of the General  Secretariat, designing and renovation of the buildings, scrutinizing the legislative decrees and laws, providing legal advice, improving inter-parliamentary diplomacy, and maintaining professional relations with other parliaments and international organizations. Nasrat is currently the member of Parliamentarians for conflict Prevention , East West Institute , Brussels, Belgium.

A number of Wolesi Jirga members (MPs) on Saturday, Sep 23, 2017 claimed that corruption allegations against parliament’s speaker, Abdul Rauf Ibrahimi, and parliament’s head secretariat, Khodai Nazar Nusrat, must be investigated.(20170925)

Wolesi Jirga Secretariat Director Khudai Nazar Nasrat was suspended and referred to the Attorney General Office (AGO) on charges of corruption and illegal appointments a lawmaker, Erfanullah Erfan, who headed the investigative commission of the house in his case has announced. The commission, having members from the five permanent panels of the lower house, had been tasked to probe allegations of corruption and illegal appointments against the director and present its findings to the house in three days. On July 22, First Deputy Speaker Humayun Humayun accused the secretariat director of the lower house of embezzlement and illegal employment of individuals.(20171104)

The Attorney General Office’s (AGO) has started investigating corruption allegations against Khodainazar Nusrat, head of the Wolesi Jirga, Lower House of Parliament's, secretariat. The AGO spokesman Jamshid Rasooli said that they have received the documents on the allegations from Wolesi Jirga’s Administrative Board against Nusrat.(20171124)

Khudai Nazar Nasrat is married has a son, Abdullah and a daughter Raihana.

Nasrat speaks Pashtu, Dari, Arabic, Urdu and English.
