Kalimullah Naqibi hails from Arghandab District, Kandahar Province. He was born 1980 in Arghandab District. He is the Alokozai tribal Chief after his father Naqibullah died of a heart attack in October 2007. Naqibi has little leadership experience. Schooled mostly in Pakistan, he was a building contractor before his appointment as district head and tribal leader. Naqibi is an Alokozai, the ethnic tribe that dominates the fertile Arghandab valley. Salahuddin Rabbani is the temporary head of nation wide Jamiat-e-Islami. Ahmad Zia Massud and Kalimullah Naqibi – are his first and second his deputies. (20130701) The appointment of the second deputy, Kalimullah Naqibi, looks like an attempt to revive Jamiat’s support among Pashtuns; the party is usually seen as overwhelmingly Tajik. Naqibi is the son of the famous Kandahari Jamiati mujahedin commander Mullah Naqibullah who died in October 2007. Mullah Naqib was also once a deputy to Rabbani senior.
The Deputy Governor of Kandahar, Abdul Qayum Patyal, said that he had discovered looted blank voting cards and other electoral material which were recently stolen from a voter registration centre in the Arghandab district of the province. Patyal accused Kalimullah Naqibi of being involved in the looting, adding that Naqibi wanted to use blank voting cards for his own benefit in next year’s election. But Naqibi rejected the accusation.
