3. Biodata Maj Gen Shams-ur Rahman:
On 29 April, 2012 the Minister of Interior was questioned about he theft of 21 million Afghani (roughly 440,000 USD), later revised down to 10 million Afghani (200,000 USD) for salaries of Afghan Police in Nuristan. The current provincial governor, Tamim Nuristani (who also served in 2006-2008), accused his predecessor, Jamaluddin Badr, and the former provincial chief of police, Shams ur-Rahman, as being behind the theft. Shams ur-Rahman was recalled to Kabul shortly after having been given a new appointment in Farah in January 2012, and has apparently been put under arrest.

The former Nuristan Police Commander Shamsur Rahman Bidar was sentenced to 6 years in jail by the Criminal Justice Task Force (CJTF) in Kabul for misappropriating police salaries in Nuristan province. The former official  had used fake documents to draw police salaries from bank and had failed to return the money. (20120926)

 

Background:
A Ministry of Interior (MoI) delegation has arrived 20120322 in eastern Nuristan province to investigate the issue of missing police salaries amounting to 21 million afghanis ($420,336). The money mysteriously vanished from the police headquarters in 2011, when Jamalud Din Badr was Nuristan’s governor and Shamsur Rahman police chief. Incumbent Governor Tamim Nuristani said provincial departments had alleged that 217 people, including his predecessor and and the ex-police chief, were involved in the fraud. Police record showed the former governor had received eight million afs and the police chief five million afs in loan during the period, Tamim claimed.  Former police chief Shamsur Rahman Nuristani, who is currently serving as Farah police head, said his department had no money in its account in Da Afghanistan Bank branch, when he was transferred to the western province. According to Abdul Sabur, a Quick Reaction Force official in Kamdesh district, they have not received salaries over the last five months.
