Tayeb_ArifHaji Mohammad Arif Tayab son of Haji Wakel Aqa Mohammad, was born into a religious family in 1963 in the Gulran district, Herat province. He grew up in Qarabagh district. As a teenager, Tayeb helped the Mujahideen in Kakari district on the border of Iran. After some time had passed, he returned to Gulran district and stayed until 1992 when the district surrendered to the Mujahideen. The Taliban later took control, during which time Tayeb was imprisoned in a Taliban jail. Since the end of the war, Tayeb has been independent since his earlier connections to Hezbe-Jamiat Islami Afghanistan. During the transitional government, Tayeb participated in the Emergency Loya Jirga for Gulran district.

Tayeb immigrated to Iran when he was in the eighth class of school. He attained his twelfth
class certificate from Sultan Gheyasuddin Ghori High School in Herat in 1988, and further to this earned his fourteenth class certificate from the Herat Teacher Training Institute in 1990. He is currently (2012) studying Law and Political Science at Kateb University in Kabul, and is in his fourth year of the programme.

Tayeb was appointed as the security commander of Gulran district by Shahed Mirwais Sadiq.

Tayeb won a parliamentary seat in the 2005 election after receiving 9,289 votes. He was elected to serve as the Deputy Chair of the Complaints and Petitions Commission during this term for five years running.
