Khodainazar Sarmachar Kudai Nazar Saram Char was born 1955 in Nimruz Province and has a B.A. He was a member of the Committee on Health and Physical Education in Wolesi Jirga 2005. He is a former Governor of Nimruz.

As an MP, Sarmachar was deeply unpopular in Nimroz, as was the other Member of Parliament, Saliha Maharzad. Residents of Nimroz complained that the two MPs had done nothing to represent their interests in Kabul, had spent too much time in Kabul without traveling to Nimroz, and were unresponsive to the needs of the province. He ran for reelection in the 2010 Wolesi Jirga elections and collected only 1,040 votes, coming in seventh place in the province.
