Gulhar Gul Har Jalal, daughter of Alhaj Malik Rahmat Noor, was born 1968 in Nari District in Kunar Province. She is a High School graduate. Har was a member of the Disabled and Matyr Committee of Wolesi Jirga 2005 and the Head of the Nari (Naray) Orphanage. She is the widow of a Maoist, killed by the Mujahedin. She traveled to Paris, France.

She is a Member of the Widows, Gender Issues and Civil Society Commission.
