3. Biodata:
Qazi Nazir Ahmad, son of Mullah Tajuddin, was born 1958 in Herat Province. Hanafi finished his primary education at the Fatah School in Herat in 1972 and his secondary education at the Jami Sharif Islamic Madrasa, also in Herat, in 1979. He went on to continue his studies in Islamic Sharia, Law, and Political Science, gaining the equivalent of a PhD in this field.

Hanafi was the head of the Department of Justice in the Southwestern Zone from 1982-1991. He was then a commander in Rabbani's Hezb-e-Jamiat Islami Afghanistan from 1992-1996. He held the position of governor of Guzara district from 1992-1995. He has been a teacher of Islamic subjects in various universities and madrasas. He lived in both Iran and Pakistan for periods of time during the war years; in Iran, in 1999-2001, he worked as the head of the Umat (“Nation”) monthly publication.
 

He is close to Jamiat-e-Islami.and is known as a staunch supporter of Ismail Khan (20121118)
 

In Wolesi Jirga 2005 elections he bagged 2nd most votes after first MNA Fauzia Gilani. In 2010 he bagged 3rd most votes. He is an independent MNA from Herat Province. At Wolesi Jirga Elections 2005 the name, picture and registration number of Haji Mohammad Alam were replaced on fake ballot papers with Qazi Nazir Ahmad's.

When approached for comments, both declined to say anything. Qazi Nazir Ahmad was a commander of Rabbani's Jamiat-e-Islami (1992-1996). Nazir Ahmad Hanafi supported Karzai's main opponent, Abdullah Abdullah, during presidential electtions 2009.

Qazi Nazir Ahmad Hanafi from Herat, a well-known Islamist hardliners was not present in Wolesi Jirga, could not vote for or against BSA and SOFA.(20141124) “Ghani’s decision is a big mistake. Under Islam, a woman (appointed Mrs. Anisa Rasooli) can only be a judge in small family affairs,” said Qazi Nazir Hanifi, a lawmaker from the western province of Herat, who vowed to vote against the confirmation. Rassouli declined to comment before the parliamentary vote.

Hanafi supports Dr. Abdullah Abdullah.
 

He is married and has three daughters and three sons.
