Acting Director of the General Directorate of Emirati Companies:
Mawlawi Ahmad Jan Bilal (20250730)

Background:
The directorate was established by decree No. 21 of esteemed Supreme Leader of IEA to ensure the effective management, expansion, and enhancement of government enterprises. The official formation of the directorate was later sanctioned through decree No. 8.

 

Mawlawi Bilal highlighted significant progress in national infrastructure projects, particularly emphasizing the Qosh Tepa Canal, where the first phase has reached 91% completion, and the second phase is 54% complete. He assured that the remaining phases are progressing smoothly.

He also pointed to the reactivation and modernization of key governmental industries as one of the most notable achievements over the past year. This includes the revival of Afghan Poultry, Baghlan Sugar, and textile factories in Kandahar, Balkh, Pul-e-Khumri, and Helmand’s Bost Company. Additionally, he announced that in collaboration with the World Bank, the implementation of the CASA-1000 project will soon commence.

Turning to the energy sector,  Mawlawi Bilal noted that the DABS has generated a total of 1,206,671 megawatts of electricity domestically and imported 5,672,796 megawatts from neighboring countries in the past year.

Moreover, key projects such as the Sheberghan-Dasht Alwan-Arghandi 500-kilovolt and Ghazni-Kandahar 220-kilovolt transmission lines, along with the Noor-ul-Jihad substation in Herat and Kandahar power substation, are nearing completion and are expected to become operational shortly.

In the industrial sector, the Ghori and Jabal Saraj cement factories have produced 199,671 tons of cement over the past year, contributing significantly to national infrastructure development.
 

Engineer Mohammad Nasir Rahimi, Executive Director of the Emirati Oil and Gas Company, reported that 85 gas distribution centers have been established in both urban and rural areas, playing a crucial role in stabilizing gas prices. Rahimi further noted that 198 million cubic meters of gas have been extracted, processed, and supplied to consumers over the past year.

The report also showcased key agricultural outputs, with the Nangarhar Valley Agricultural Enterprise producing 402 tons of olives, 41,125 liters of olive oil, 20 tons of dates, 907 tons of wheat, 10 tons of fish, 102,643 liters of milk, 2,874 soap bars, and 234,338 fruit and non-fruit tree saplings in the past year.

Notably, the re-establishment of production in the precious and semi-precious stone sectors, textiles, and leather industries, the export of 5,314 different types of goods, participation in 27 national and international exhibitions to promote Afghan handicrafts, and the organization of vocational workshops for artisans are other key milestones achieved by the directorate.
