3. Biodata:
Ikramuddin Kamil is a Pashtun from Nangarhar provinc. He holds a PhD in international law and previously served as the deputy director in the department of security cooperation and border affairs in th ministry of foreign affairs. Kamil, who studied for his doctorate on an Indian scholarship, agreed to function as a diplomat in the consulate in Mumbai.

Kamil had received a scholarship from the Indian Council for Cultural Relations (ICCR) to study at the South Asian University (SAU), established in New Delhi by members of the South Asian Association for Regional Cooperation (Saarc). He studied law at the Islamic University Islamabad, before obtaining MPhil and PhD degrees from the SAU.

The Taliban’s deployment to Mumbai of Ikramuddin Kamil, a former Afghan student in India-turned Taliban diplomat, places India on a growing list of countries, including Russia, China, Turkiye, Iran and Uzbekistan, which have allowed the Taliban to take over operations in Afghan embassies. Earlier, in 2022, India also sent a small technical team to partially reopen its embassy in Kabul.
