2. Previous Function: During the Taliban’s first reign, Haq served as police chief. Following the Taliban’s fall from power in Afghanistan in 2001, Haq continued to work with the movement as a public health official. After 2001, the movement created a de facto governmental order that placed Taliban members—shadow officials—in control of specific areas within Afghanistan. |

General Mullah Abdul Haq Hamkar is a senior Taliban leader who previously served as police chief during the Taliban’s first regime from 1996 until 2001. Following the Taliban’s takeover of Afghanistan in August 2021, Haq was named deputy director for counter narcotics of the Taliban government.
