3. Biodata: As conflict in Afghanistan worsened he migrated to Tajikistan 1992, where he remained for nine years. While there, he established schools and educational centers for Afghan students. He returned to Afghanistan in 2001.
Afzali worked in the governmental offices of the Ministries of Interior, Education and Finance from 1971 to 1979, holding a variety of positions, and became governor of Badakhshan in 1976. After 1979, he went into private business, running a pharmacy and conducting agricultural activities. When he returned to Afghanistan after his time in Tajikistan, he was selected to represent Badakhshan province in the Emergency Loya Jirga. He was appointed Deputy Governor of Badakhshan province from 2002-2003. Afzali was then appointed Governor of Ghor province for two years from 2005-2007. After this time, he became the director of the Integrity and Public Relations Agency working with local organizations in Ghor province. Afzali was a runner for the first deputy speaker post in Wolesi Jirga 2010 and failed to gain more than 50 percent of votes in the second round and third round on Tuesday, 01 Mar. 2011.
The Ministry of Parliamentary Affairs on 20131019 introduced eight individuals to Wolesi Jirga to replace seven members standing down in the run up to the April 5, 2014 elections and one deceased female lawmaker.They replaced resigning MPs including Syed Ishaq Gillani, Syed Hussain Anwari, Abdul Rab Rassoul Sayyaf, Mohammad Mohaqqiq, Shah Abdul Ahad Afzali, Syed Hussain Alami Balkhi, Ibrahim Qasmi and deceased female lawmaker from western Herat, Shehnaz Himmati, who has died in a road crash in neighbouring Iran.(20131019)
