Background:
At the International Anti-Corruption Conference in Copenhagen on 29 Dec 2018 the Afghan Government promised to create a Independent Anti-Corruption Commission (IACC) which should replace the ineffectice High Office of Oversight and Anticorruption (HOO) and the ineffective Law on Overseeing the Implementation of the Anti-­Administrative Corruption Strategy, (2008). A number of civil society activists said IACC should be apolitical and neutral. They complained, that nothing has happend in this regard.(29190404)
