Under Mullah Omar Hafiz Mohibullah Hafez Mohibullah and Mawlawi Enayatullah have been selected as the Taliban's shadow provincial governor of Kabul and head of the suicide attacks in Kabul, for insurgent activities.

Hafiz Mohibullah, religious affairs minister when the Taliban ran Afghanistan before the 2001 U.S.-led invasion, was detained in the northwestern city of Peshawar. Taliban sources said that Mohibullah had been living in Peshawar for a number of years.(20190115)
