A delegation of top Afghan security officials visited Pakistan during the recent days to discuss the implementation of Afghanistan Pakistan Action Plan for Peace and Solidarity (APAPPS).

The Office of the National Security Council (ONSC) in a statement said the delegation consisting of National Security Adviser Mohammad Hanif Atmar, Intelligence Chief Masoom Stanikzai, and Interior Minister Wais Ahmad Barmak visited Pakistan and met with the top security and defense officials of Pakistan.

The statement further added that the Afghan delegation met with the Pakistani officials to hold talks regarding the implementation of APAPPS for regional peace and solidarity.

According to ONSC, the visit by the Afghan security delegation followed the recent visit of Pakistani Army Chief of Staff General Qamar Javed Bajwa to Kabul.

The Office of the National Security Council also added that the main purpose of the visit was to hold talks regarding the implementation of APAPPS.

Pakistan and Afghanistan have expressed the resolve to work together to strengthen bilateral relations and improve security situation in the region.

During a meeting between a high level Afghan delegation and National Security Adviser (NSA), Nasser Khan Janjua in Islamabad on Sunday, matters of bilateral interest, security situation, and border management between Pakistan and Afghanistan were discussed.

Islamabad - The 4^thmeeting of Afghanistan Pakistan Action Plan for Peace and Solidarity (APAPPS) was held in Islamabad today at the Ministry of Foreign Affairs. The delegations were led by Afghan Deputy Foreign Minister Hekmat Khalil Karzai and Pakistan’s Foreign Secretary Tehmina Janjua.

In pursuance of the seven principles agreed in the meeting between Afghan President Ashraf Ghani and Prime Minister during his visit to Kabul on 6 April 2018, the two sides finalized the Afghanistan Pakistan Action Plan for Peace and Solidarity (APAPPS). This operationalizes the six working groups envisaged under APAPPS.

APAPPS provides a framework to strengthen mutual trust and deepen interaction in all spheres of bilateral engagements. It is also a mechanism for finding solutions to bilateral areas of concern.

Both sides agreed that effective and full implementation of APAPPS would contribute towards the common objectives of eliminating terrorism and achieving peace, stability, prosperity and development of the peoples of the two countries.

President Ashraf Ghaniand Pakistan's Prime Minister Shahid Khaqan Abbasiheld talks in Kabul where they agreed to seven key principles to finalize Afghanistan-Pakistan Action Plan for Peace and Solidarity (APAPPS).

The two leaders agreed to the following:

1.      Pakistan to support the Afghan-led and Afghan-owned peace and reconciliation,

2.      The two countries to undertake effective action against fugitives and irreconcilable elements posing security threats to either of the two countries,

3.      Both countries commit to deny use of their respective territories by any country, network, group or individuals for anti-state activities against either country, 

4.      To put in place a joint supervision, coordination and confirmation mechanism through Liaison Officers (LOs) for the realization of the agreed actions.

5.      The two countries commit to avoid territorial and aerial violations of each other’s territory,

6.      The two countries to avoid public blame games and instead use APAPPS cooperation mechanisms to respond to mutual issues of contention and concerns, and 

7.      Establish Working Groups and necessary cooperation mechanisms as per APAPPS for full implementation of the APAPPS and the above, mutually reinforcing principles.

A high-level Pakistani delegation arrived in Kabul to hold talks on the Afghanistan-Pakistan Action Plan for Peace and Solidarity (APAPPS), weeks after the Afghan president offered Taliban to join the political process.

The Pakistani delegation is headed by Foreign Secretary and comprises senior civil and military high-ranking officials, including Director Maj Gen General Military Operations (DGMO) Shamshad Mirza.

The visit of the delegation was also confirmed by Ministry of Foreign Affairs Spokesperson Dr Mohammad Faisal on Twitter.

The tour precedes Prime Minister Shahid Khaqan Abbasi’s visit scheduled for April 6, and succeeds the visit of National Security Advisor Nasser Janjua who toured Afghan capital on March 17-18.

An Afghan delegation led by Afghan Deputy Foreign Minister Hekmat Khalil Karzai had come to Islamabad to hold the second meeting for APAPPS which focused on ensuring comprehensive engagement for countering terrorism, refugee repatriation, intelligence sharing, economic development through trade and transit interaction, reduction of violence through a comprehensive re-conciliatory approach.

Afghanistan’s two-day dialogue with neighboring Pakistan ended Saturday without progress on issues dividing the two countries and fueling bilateral tensions, officials said.

Islamabad hosted the meeting of what is named the Afghanistan-Pakistan Action Plan for Peace and Solidarity, or APAPPS. The inaugural round of the Pakistan-initiated dialogue was held in Kabul on February 3.

Pakistani Foreign Ministry spokesman Mohammad Faisal said the two sides held “good” discussions with “some agreements” but said “further work [was] required”. He did not elaborate.

On February 3, a top-level delegation of Pakistan’s civil and military leadership, led by Foreign Secretary Tehmina Janjua, reached Kabul to attend the Pakistan-Afghanistan Joint Working Group meeting which worked on the Afghanistan-Pakistan Action Plan for Peace and Solidarity (APAPPS).

Pakistan proposed five joint working groups, focusing on ensuring a comprehensive engagement for countering terrorism, intelligence sharing, military, economy, trade and transit interaction, refugee repatriation and connectivity.

A high-level Afghan delegation had also visited Pakistan prior to the Joint Working Group meeting to discuss important issues of mutual interest. The delegation, comprising the Afghan interior minister and the chief of National Directorate of Security, met with Prime Minister Shahid Khan Abbasi.
