The Ministry of Mines and Petroleum, under the interim government, has signed a 30-year contract for the cement project in Jabal Siraj district with three Qatari companies. The contract involves an investment worth $220 million, planned to produce 1.5 million tons of cement annually from this factory. With plans for the factory to employ around 5,000 people upon its operationalization, it promises to create numerous job opportunities.

Afghanistan: Jabal Saraj Cement has more than tripled its production of cement at the Jabal al-Sarraj cement plant to 70t/day from 20t/day. Salam Watandar Online News has reported that the company has asked the government to expand the Jabal al-Sarraj plant's capacity to 3500t/day, to better realise the potential of local raw materials and labour.

Afghanistan: State-owned Jabal al-Saraj Cement has served eviction notices to 40 families living in company accommodation. Hasht e Subh News has reported that the occupants are the families of former Jabal al-Saraj Cement employees who worked at the company’s cement plant for a minimum of 30 years, as per a pre-existing agreement between the cement producer and employees.
Cement production at the Jabal al-Saraj cement plant has been suspended since the Taliban takeover of Afghanistan in mid-2021.

Afghanistan: The Ministry of Mines and Petroleum says that it will 'soon' award contracts to carry out planned expansions of the Jabal Siraj and Samangan cement plants. Together, the projects will increase both plants' cement capacity to 1.21Mt/yr. Local press has reported that the Jabal Siraj plant project will cost US$170m and the Samangan plant project will cost US$136m.


Background:
The High Economic Council (HEC) has decided to re-announce the contract of Jabul Saraj Cement Factory. President Ashraf Ghani Ahmadzai rejected the previous contract of Jabul Saraj Cement Factory due to some problems highlighted by the Ministry of Mines and Petroleum.The president ordered the ministry to invite bids for the contract again.The winning company will have to invest US$170m into the project to build 1Mt/yr plant. Previously, a local company won the tendering process to renovate the unit but the High Economic Council has decided to find a company with more industry experience.(20180429)

Background:
The Jabal Saraj cement plant in Parwan has reopened after 20 years. The plant originally closed in 1996 due to the civil war in the country. Local officials have stated that the plant can now produce 100t/day of cement. Provincial governor’s spokesman Wahid Sediqi said the government has invested more than US$1m to help restart operations at the plant. More investment will be required to increase the plant’s production output.(20160411)
