Background:
Afghan Prosecutors Association says, the recently established High Office of Oversight and Anti Corruption (HOOAC), which is meant to fight widespread graft and corruption in the country, is illegal. Preliminary investigation against those accused of corruption should be the duty of Attorney General's office, not the HOAC. HOAC was established in 2008 in a bid to combat ubiquitous corruption in Afghanistan. Hayat said members of the principal crime investigating body are selected based on relations rather than merit.
