3. Biodata:
The Kabul crime branch (CID) chief, Lt. Gen. Mohammad Zahir (aka General Abdul Zahir) accused a number of parliamentarians of supporting kidnappers and making efforts to release them from prisons. Addressing a press conference in Kabul, Gen Zahir claimed whenever they arrested kidnappers, members of Wolesi Jirga or Meshrano Jirga overtly launched efforts to have them freed. Without naming such parliamentarians, Gen. Zahir said the practice was unacceptable and must be stopped. He warned of unveil the MPs names to the media if they continued to meddle in police affairs.

Afghan president Hamid Karzai appointed Gen. Mohammad Zahir Zahir as the security chief of capital Kabul. According to a statement released by administrative and secretariat board of ministers council, Gen. Mohammad Zahir was appointed as security chief of Kabul city to administer the securit related affairs. Gen. Mohammad Zahir replaced the former security chief of capital Kabul, Gen. Ayoub Salangi, who was recently appointed as the deputy security chief of interior ministry two weeks back. Gen. Major General Zahir Zahir, the Commander of Kabul City Police who recently received Best Practice Award by EUPOL in recognition of his outstanding leadership in the field of criminal investigation, has been interviewed by EUPOL Press Office. He said his best achievement during his duty in the police was arresting Habib Istalif, who was one of the most wanted criminals in last ten years. Major General Zahir Zahir, the Commander of Kabul City Police who recently received Best Practice Award by EUPOL in recognition of his outstanding leadership in the field of criminal investigation, has been interviewed by EUPOL Press Office. He said his best achievement during his duty in the police was arresting Habib Istalif, who was one of the most wanted criminals in last ten years 20131000. Habib Istalif has been sentenced to death by the primary court in Kabul. According to MG Zahir, Habib Istalif was one of the most wanted criminals identified in the last decade. Fortunately Kabul police arrested him after putting a lot much effort in order to locate him. Habib Istalif is one of the most dangerous criminals, who committed more than 20 murders, as well as being responsible for the kidnappings of businessmen and police officers: “We made the plan to arrest him close to Kabul International Airport; we went to the spot and he started a fight with the police. After a while we arrested him. At that moment he offered us a bribe of three million US dollars, but we refused and I told him that “Even if you give us a hundred Million US Dollars, we will not let you go”, says MG Zahir.  The investigation process went in an appropriate and legal manner and eventually Habib Istalif was sentenced to death.(20140200)
 

According to reports, the interior ministry of Afghanistan has reversed its decision to suspend Kabul police Gen. Mohammad Zahir Zahir. Interior ministry officials quoted by Tolo News have said that Gen. Zahir’s job was suspended for a couple of hours on Monday 07 July 2014. The officials further added that the decision was taken due to some misunderstandings and Gen. Zahir can continue to his job as Kabul police chief. This comes as earlier reports suggested that the interior ministry has taken the decision to suspend Gen. Zahir because he was accused to have interfered in the electoral affairs, a ministry of interior official said by anonymity Monday 07 July 2014. Gen. Zahir had disclosed a secretly transfer of ballot boxes from Kabul to Sarubi by Ziaul Haq Amarkhil, former head of IEC secretariat and therefore was apparently blamed for meddling in the electoral internal affairs.(20140708)
 

General Zahir Zahir told the interior ministry he no longer wanted to continue his job. The minister has accepted his resignation. On Saturday 29 Nov 2014 three South African nationals and one Afghan were killed in an attack on a guesthouse in the capital Kabul. The head of Partnership in Academics and Development (PAD), a small US-based education aid group, was killed, along with his son and daughter. Gen. Zahir had presented his resignation to the Ministry of Interior (MoI) around a week ago. (20141129) Lt. Gen. Mohammad Zahir Zahir’s resignation has been turned down and he would continue as Kabul police chief, an official said on 20141101. Later Zahir has been appointed as head of the Criminal Investigation Department (20141203) a job he had before from 2011 to 2013. Gen. Zahir assumed work as Kabul police chief late in the month of September 2013.
