Abdul Satar Ufet Sattar was born 1959 in Dehna Ghori District, Baghlan Province. He is the son of Mohammad Alam, he is from Baghlan but lives in Kabul, Khushal Khan Mina now. He is a high school graduate. Previously he was a member of Ustad Mulwai Khalis party. He was  district governor of Central Baghlan. He is the Secrtary of the Complaints and Petitions Commission:

He has two wifes and has six daughters and five sons.
