Khaliq Dad Balaghai is the son of Zaher Shah and was born 1967 in Jaghori District, Ghazni Province. He is an elected Senator for Kabul Province. He studied religious sciences and is a preacher in Mullah Imam Mosque, a lecturer and social activist. Balaghi is a member and the secretary of the public welfare and environment committee.
