Engineer Zulmai, of the Lashkar Issar, is a commander of a post at the Kotal Hindki pass to the south of Chilsatoon, south of Kabul, near the Rishkor base (as of mid-2005 a government official in Nangahar province). Zulmai is a second tier commander of Hezb-e Islami party. Human Rights Watch is listing him as a Human Rights Abuser.
