3. Biodata of Dr. Azizullah Lodin, Ludin, Ludeen:

lodin_azizullahDr. Azizullah Lodin was born in Herat in 1939, graduated from high school in Kabul and acquired his B.A in Law and Political Science from Kabul University in 1964. He received diploma in Economics from University of Koln, Germany, in 1975. He further acquired his P.h.D in Economics from above mentioned University. Dr. Lodin served as a lecturer at Faculty Economics at Kabul University from 1976 to 1978. Dr. Lodin was held as political prisoner and put in Pule-Charkhi for his involvement with Anti Communist activist group in Kabul, Afghanistan from 1978 to 1980. He joined the freedom fighter movement, Mujahideen, as Political Advisor to the leadership of Harakat Inqlab Islami Afghanistan in Peshawar, Pakistan in 1980. He worked as vice chairman, Political Department of Islamic Unity of Afghanistan and was member of Supreme Council from 1983 to 1985. He further worked on Afghan refugee affairs and Liaisons with government of Pakistan and International Organizations. Dr. Lodin is the founder of Afghan’s Doctor Union outside the country, the first Afghan (NGO) in Pakistan and is also the founder of Nahid-e-Shahid High School for Afghan refugee girls in Peshawar Pakistan in 1983. He was the chairman of the Afghan delegation at the Tribunal de peuple at Sorbonne in Paris in 1981 and hence for the first time an Afghan delegation participated in an international conference. It was the beginning of official recognition of Afghan Mujahideen. Dr. Lodin was the Director of Political Department of Islamic Revolutionary Party of Afghan Mujahideen, Peshawar Pakistan, from 1985 to 1989. Meanwhile he was the Economic and Political Advisor to the president of Afghan Interim Government Chaired by Professor Mujadidy. Later on he became member of Board of Directors RAFA (Reconstruction Authority for Afghanistan). Dr. Lodin was President of Task Force Committee for emergency assistance inside Afghanistan. Task Force Consisted of USAID, UNOCA, ACBAR, RAFA and Saudi Red Moon. Dr. Lodin was Head of Afghan Consulting GMBH in Herat Afghanistan from 1992 to 1995. He further served as the president of Afghan Economic Council in South West Province. Dr. Lodin was attached to resistance organization against Taliban in Iran. From 1995 to 2001. Dr. Lodin is the founder of Cyprus peace Conference and also gathered a team of educated Afghan Mujahideen commanders inside and outside of Afghanistan. Dr. Lodin was the Head of Political Affair of Cyprus Delegation to Bonn Conference and a signing member of Bonn Agreement. After Bonn he returned to Herat and attended to serve the people without being attached to Government. Dr. Lodin served as Advisor to President Karzai in South West Province of Herat in 2003. He was appointed as president of General Administration of Anti Bribery and Corruption in Rank of Ministers by president Karzai later that year. President Hamid Karzai appointed Dr. Azizullah Lodin as the General Secretary of Secretariat of the National Assembly of Afghanistan on 4th March 2004. President Hamid Karzai appointed Dr. Azizullah Lodin as the President of the Independent Election Commission of Afghanistan by decree number (110), dated 03/11/1385 ( 23 January 2007). Ludin stepped down as the Head of the IEC 20100407.

President Karzai in a decree approved the appointment of Dr Azizullah Ludeen as the Chairman of High Department for Supervision on implementation of the Strategy.

he former chairman of the High Office of Oversight and Anti-corruption Dr. Azizullah Ludin has passed away in United States due to an illness on Sunday 04, Jan 2015. Ludin left for United States where he was supposed to undergo a heart surgery in one of the hospitals. Ludin has also served as head of the Independent Election Commission of Afghanistan and Secretary of the Lower House of Parliament – Wolesi Jirga. He was appointed as the chairman of the Office of Oversight and Anti-corruption in 2011 by President Hamid Karzai.

Dr. Ludin was also a contender in the first round of presidential election in 2014.(20150104)
