Haji Niaz Ameer Lali Amir Lalay Lalai Lalai_Niaz_Amirwas born 1958 in Kandahar Province. He was a Member of the committee on defense affairs in Wolesi Jirga 2005 and a demobilized local commander. There were three key Commanders of Kandahar, Amir Lali (Popolzai Tribe), Fida Muhammad and Haji Daud. Amir Lalai "inherited" the base of the former 15th Divison and its cantonment Keshlai-e Jadid. Popalzai commander Amir Lalai controlled much of Shah Wali Kot District in Kandahar Province from 1992- 1994.

The main rival within the Popalzai tribe is Amir Lalay. The differences between them are best described as one of different social backgrounds, as Lalay represents an achieved leader that rose to power during the jihad, rather than the traditional landed elite from which the Karzai family hails. The Karzai clan resented Lalay’s increasing importance in Kandahar. Furthermore, during the jihad, Lalay switched over to the Jamiat-e Islami faction and become close to Rabbani. During the Taliban regime, after a short period in exile, he joined the Northern Alliance. He still has good relation with Jamiat-e-Islami and supported the Northern Alliance candidates Yunus Qanuni and Dr. Abdullah Abdullah in the 2004 and 2009 presidential elections against Karzai, respectively (20100330).

Haji Niaz Muhammad Amirlalai has passed away due to a fatal heart attack Monday night (20110801) A statement issued by the Kandahar Media Center said Tuesday that Haji Amirlalai was among the parliamentarians who were declared successful by an Afghan Special Court a month ago. He had suffered a heart attack Monday evening and died in Mirwais Hospital during treatment. He was an ex-jihadi commander and had served as representative of Kandahar people in previous Wolesi Jirga.He belonged to Shah Walikot district of Kandahar.
