3. Biodata:
Al-Hajj Khadem Hussain Khodayar, son of Shams Ali, was born in 1948 in the village of Dara-e Nerkh in Sheikh Ali district of Parwan province. He was admitted to Sheikh Ali Intermediate School in 1957. Because there were no secondary schools in his district, Khodayar was not able to pursue his studies beyond the ninth grade. Instead, he started a private business. Khodayar went to Saudi Arabia in 1977 for the Hajj pilgrimage, and in 1978 he made religious pilgrimages to Iraq and Iran. He joined Hizb Wahdat during the anti-Soviet resistance and he was later appointed as regional commander of the party in Sheikh Ali district. He joined the first Hizb Wahdat delegation to the Panjshir Valley, where he was a negotiator between the mujahideen parties. After the collapse of the Communist regime, Khodayar entered Kabul together with Abdul Ali Mazari. He was later promoted to logistic officer and introduced to a mujahideen assembly for electing a president.

He was imprisoned for three months when the Taliban occupied Kabul. Upon his release, he fled to Pakistan, where he lived for five years. Khodayar was indirectly elected to the Meshrano Jirga by winning a majority of votes in the 2005 Provincial Council elections in Parwan.

He is married and has 15 children.

He is a member of Eqtedar Milli, the National Power Party.
