3. Biodata:
Balakarzai_TuranToran (in English: Captain) Saheb Abdul Khaliq Balakarzai  son of Haji Abdul Razaq was born 1958  in Dand District, Kandahar Province and hails from Popolzai tribe. His father, Abdul Razaq, was a Kandahar senator in 1969, under Zahir Shah’s reign, and was a leader of the Popalzai tribe. Balakarzai completed his studies at Harbi Khwanzai Military School in 1975 in Kabul and graduated from the artillery department of Harbi Pohantoon Military University in Pul-i Charkhi, Kabul in 1978.

He bagged  most votes during Wolesi Jirga Election 2010 and is a popular jihadi commander and minor political figure from Bala Karz, in Dand District, with close ties to Ahmed Wali Karzai. Balakarzai ist a Hamid Karzai loyalist.
