3. Biodata:
karokhil_shenkay_zaheenShinkai Zahin Karukhel Zaheen Shenkai Karokhil Shinkay Karokhel Shinkai Karokhail was born 1963 in Kahki Jabar in Surobi District, Kabul Province and is the daughter of a wellknown moderate Jihadist leader who was killed in Peshawar, Pakistan.

Karokhil graduated from the Rabia Balkhi High School in 1979. She studied to be a medical
doctor at the Medical College from 1979-1984 and received a diploma in English from the National Institute
of Modern Languages, both in Islamabad, Pakistan in 1985. In 2011, she completed her degree in Political
Science and International Relations at the Kateb University of Kabul.

She has been trained in computer skills and has attended workshops on report writing, management, training techniques, conflict resolution, accounting, human rights, child protection, gender, and monitoring and evaluation and has also participated in leadership training in Turkey.

Karokhil has worked extensively with women’s organizations and with the Afghan Women’s Educational Center (AWEC) in particular. MP Shinkay Zahin Karokhel, is the sister of Palwasha Hassan, President Karzai's unsuccessful Minister-designate of women affairs on his cabinetlist of January 2010.

Politically she is affiliated with Pir Ishaq Gilani. She won her seat in Wolesi Jirga without the benefit of womens quota. A group of Afghan lawmakers denounced on 2007 a resolution passed by Afghanistan's lower house of parliament calling for amnesty for Afghans accused of war crimes during a quarter-century of fighting. Karukhail said the resolution, which was passed by a show of hands 2007, had no chance of moving to the upper house and becoming law. Lawmaker Shinkai Karukhail 20070502 said the non-binding resolution was presented in a "tricky" way and that many lawmakers didn't know what they were voting on. MNA Kabir Rangbar said he and fellow lawmakers didn't get a chance to read the resolution before the hand vote was taken. The lawmakers said they are speaking on behalf of 20 members of parliament, representing the third-biggest political group in the lower house. Shinkai Zahin Karukhel was a member of the committee on financial and budget affairs in Wolesi Jirga 2005.

Afghan women’s rights activist and parliamentarian Shinkai Karokhel has received the leadership award from East-West Institute (EWI) a leading American think-tank in recognition of her inspiring record. (20100930)

Shinkai Karokhail has been presented with the prestigious Malalai Kakkar Award in recognition of her building and nurtured a strong and united Afghan women’s movement.(20140530)

Less than a year into former Afghan MP Shinkai Karokhail’s appointment as Afghanistan’s ambassador to Canada, the Afghan embassy in Ottawa is a shambles and Karokhail has been called back to Kabul to explain herself.

 She said: “There is a very organized mafia (in the Embassy) making a conspiracy. They are Taliban in suits and ties. They are making all this rubbish against me because I am a woman ambassador, and because of my ethnic group.” It is rumored that the „mafia“ consists of two Pashtuns, a Hazara, two Tajiks and a Kabuli.

At the embassy in Ottawa, staff noticed that Karokhail seemed to hire only Pashtuns, and her lobbying efforts were largely focused on aid projects in Afghanistan’s Pashtun areas. 

In Kabul Tuesday Aug 01, 2017, Foreign Affairs Ministry spokesman Sebghatullah Ahmadi said that an investigative team will be sent to Ottawa to look into the matter. As for Karokhail, “we are not sure if she is going back or not.”(20170807)
