Mohammad Shakir Kargar Mohammad Shaker Karger was born 1983 in Faryab Province and belongs to the Northern Alliance. Mohammad Shaker Kargar is the son of Ustad al-Hajj Abdul Rasoul Kargar, from paternal is the grandson of Haji Wakil Nader Niyaz and from maternal is grandson of Wakil Ahmad Khan Kalantar, in the time of Amir Amanullah Khan, who in 1307 was in the Hijri National assembly and Large assembly 1310 Hijri and was the Representative of Faryab province. And he has passed his childhood in this prominent family. He was the Vice-Chairman of the Wolesi Jirga's 2005 Foreign Relations Commission. He belonges to the "fifth Parlamentarian Group" in Wolesi Jirga. (Detail see below -and Background.)
Mohammad Shaker Karger, the lawmaker from Faryab who was selected by the Independent Election Commission IEC on Aug 21, 2011 for removal, said that neither he nor his fellow parliamentarians will give up the fight. He is to be replaced by Gul Mohammad Pahlawan.
“This is an illegal announcement and it will not be accepted by any member of parliament,” Karger said. He noted that the results released before the special court started investigating were approved by the Independent Election Commission and were supposed to be final under Afghan law. He said he didn't see what could have changed in the interim except for political horse-trading.
“I had 6,900 votes and I still have 6,900 votes,” said Karger, who is a second-term lawmaker who previously was the minister of water and energy. He said he was on his way to meet with the rest of parliament and pledged that they would stay united against the removal of any legislator. “This is the beginning of another crisis. This is only a political deal that has been made,” Karger said.
Mohammad Shakir Kargar was also confirmed as commerce and industries minister. He received 163 confidence votes, 39 no confidence votes, 6 invalid votes and 22 blank votes.(20131225)
The fifth group of the new parliament consists of former ministers and six deputy ministers of the government, many of whom had been dismissed by Karzai as he attempted to consolidate power over the first three years. These ex-ministers included former interior and education minister and leader of Karzai’s opposition Younus Qanooni, former planning minister Mohammad Mohaqiq, another planning minister Ramazan Bashardost, former commerce minister Syed Mustafa Kazimi, ex-minister for water and energy Mohammad Shakir Kargar, border and tribal affairs minister Arif Noorzai, and former minister for transport Mohammad Ali Javid. The six former deputy ministers elected to the Wolesi Jirga included Najiba Sharif, Abdul Qadir Imami, Engineer Mohammad Asim, Hilaluddin Hilal, and Mirwais Yasini.
