Jareer_HomayunHomayoun Jareer Jarir lived in Iran before December 2001. He is a Kabul based politician other sources say he resides mostly in Islamabad, Pakistan. Houmayoun Jareer is said to be the Son-in-law of former Prime Minister Gulbuddin Hekmatyar. However - Jamaluddin Hekmatyar, a son of fugitive leader of Hezb-e-Islami Gulbadin Hekmatyar said in a press statement that Hamayun Jareer was not the son-in-law of Gulbadin Hekmatyar, but the son-in-law of his brother Akhtar Muhammad.

He said alleged that Jareer had been working for the Iranian government for the last 30 years and had also links with British intelligence agency, MI6. Jareer led The Cyprus Group of 10 (one woman) who participated in the Bonn Conference in December 2001. Jareer and some former Taliban members planed to meet in the Maldives (19.-21. May 10) for talks ahead of a government-organized traditional "loya jirga" meeting 29 May 2010 in Kabul. Several participants of the Maldive Peace Conference (19.-21. May 2010) were introduced as indirect representatives of Taliban and Hezb-e-Islami that is why both Hezb-e-Islami and Taliban disassociated themselves from the conference. Jareer led the May Iran-backed parleys, as he wanted to be recognised as an opposition leader, analysts believed.

It was a second attempt by Iran to bring together representatives of the groups opposed to the Karzai government. Jarir is an ethnic Tajik from the Panjshir Valley, and a poet and trader of blue sapphires. He sided with the slain Ahmad Shah Massoud of the North Alliance in the 1990s against Hekmatyar in the turbulent years of inter-mujahideen fighting that led to the Taliban seizing power in 1996. However, according to militant sources who spoke to Asia Times Online, Hekmatyar was not amused and sent a note to Jarir saying "enough is enough" and that he had no right to represent him. The third round of Afghan peace talks led by Humayoon Jareer, the son-in-law of Gulbuddin Hekmatyar was held on Saturday (20101106) in Maldives.

Mohammad Ismael Qasimyar, adviser on international affairs at the High Peace Council (HPC) said that presidential advisers Humayoun Jarir and Abbas Basir had met representatives of the Taliban in Istanbul on Saturday 13. and Sunday 14.Jan 2018 for informal talks.
 Jarir said that the talks were unofficial and that they would discuss mechanisms to pave the ground for official talks between the two sides. "The Taliban members are representing Quetta Shura, Haqqani network and other factions of the Taliban," he said. Maulvi Abdul Rauf, head of the Taliban delegation, said that talks would continue in Turkey to pave way for formal talks, and the Afghan government had shown flexibility in this regard.(20180115)
