Haji Mosa Hotakwas was born in Zaiwalat 1954 and is a former Mujahedin Commander and Warlord. He is a Pashtun Sunni associated with the Harakat-e Islami political party and the Deputy Chairman of the Committee on Interior Affairs and national Security‎. In 5th May 2003 "Commander" Haji Musa Hotak handed over 400 heavy and light weapons in Wardak Province, which is his base. Musa Hotak was a member of the Afghan Constitutional Loya Jirga in 2003. He ran for office in the Loya Jirga in 2005, once the Constitution had been ratified. Musa heeded the governments' call for the disarmament of former commanders and militia leaders and handed over his weapons to the Ministry of Defence in a public ceremony held at his village of Zaiwalat in Maidanshar District of Wardak province. Musa told hundreds of villagers who attended the ceremony that he was a leader during the jihad, and he wanted to be a leader in bringing peace to Afghanistan.

In August 2008 Hotak said: "The first act of the Taliban in the villages near his home had been to announce that they would take responsibility for law enforcement. 'They said they were responsible for every chicken,' Hotak said. 'People believe them. When they kill a robber, everyone is happy.' Haji Musa Hotak said public confidence in the government has virtually collapsed along with the security situation. Insurgents and other armed groups in his province have swelled from barely 100 last year to an estimated 500, as villagers have joined the insurgents, either for money or their own protection, he said. ''Dissatisfaction of the people is growing, anger is growing, people are joining the opposition groups,'' he said in an interview in his Kabul office...

He was a member of the Interior Affairs Commission in Wolesi Jirga 2005.

Mohammad Musa Hottak Hotak Abdul Mehdi, former deputy minister of planning, is no longer be subject to international travel bans and a freeze on his assets (201001). As a member of the Taliban government he was blacklisted in 2001.
