Afghan President Ashraf Ghani Ahmadzai on Saturday, July 27, 2019 dissolved the secretariat of the country's High Peace Council.

The HPC had been established in 2010 during Hamid Karzai rule to negotiate with the Taliban, however, its effectiveness was largely questioned.

The move to dissolve the secretariat of the body comes as the government is working to form a team to negotiate with the Taliban. The group has held seven rounds of talks with the United States. Henceforth the HPC's affairs will be transferred to the newly-established state ministry for peace affairs.

Presidential Adviser Mohammad Akram Khpolwak has been appointed for the post as a new a secretariat chief  of The Afghan High Peace Council (AHPC) amid reports the c ouncil is facing budget crisis. Khpolwak will also retain his post as the adviser to President Mohammad Ashraf Ghani Ahmadzai. Khpolwak’s main responsibilities as the head of the secretariat of the council will include participation in National Security Council meetings, dealing with the implementation of the peace deals, organizing and supervising the budgetary issues, and provide financial and technical support to peace negotiations.(20170402)

 

 

The recently appointed chairman of the High Peace Council (HPC), Pir Sayed Ahmad Gillani (died of illness 20170121), appears have major differences with his senior staff, six of them have resigned as a result. According to leaked documents, Gillani has appointed 60 more guards for his house, adding a further financial burden of 18 million Afs on the government annually. This was one of the main reasons leading to the resignations of key managers of the HPC. Gillani was appointed as new chairman of the HPC in March 2016. Since then, relations between him and the HPC secretariat have been strained over a number of issues. According to the documents Farhadullah Farhad, deputy head of the HPC secretariat, Abdul Rahman Hamid, head of the media department, Zirak Saifi, head of the planning department, Abdul Hannan Aziz, head of the monitoring, Sayed Burhan Hashemi, head of the finance department and Sayed Ahmad Qarib Muneeb, head of the department of HPC provincial affairs department have all resigned from their posts due to their disagreements with Gillani. The leaked papers show that Mohammad Ayoub Rafiqi, head of the secretariat of the peace council ordered his deputy to formally accept the resignation of the six officials. However, on 28 June 2016, Mohammad Wali Naeemi, head of the office of HPC chairman announced that Gillani disagreed with to the resignations of the six officials and had asked them to continue their jobs.(20160705)
 

The High Peace Council (HPC) spends more than $530,000 USD per month on the salaries of its employees. The highest salary in this organization is $18,000 USD. A number of rifts are within the HPC leadership, saying that some members of the council have not attended official meetings for a long time.

A report indicates that the salary of the HPC leadership of 16 people totals $346,000 USD monthly. The monthly salary of the HPC secretariat made up of 92 officials totals $92,830 USD – with highest monthly salary of $7,000 USD.

The salaries of 76 security, administrative and transport workers of the council totals $24,691 USD – with the highest monthly salary of $1,000 USD.

The monthly salary of 165 HPC workers in over 30 provinces of the country totals $346,750 USD – with highest monthly salary of $1,450 USD.

But despite that, the HPC says it lacks the budget to fulfill its requirements. "We have limited facilities. The HPC formation in provinces has been suspended due to the lack of budget," deputy chief of HPC Attaurrahman Salim. There are rifts within the HPC leadership that have affected its activities.

"It is natural that the international community does not contribute to the HPC to the extent it had done in the past. Wahid Omar, chief spokesman of Afghan president on 20100928 announced the names of 70 members of High Council for Peace set up by the president recently to accelerate reconciliation process with Taliban and associated militant groups fighting Afghan and NATO-led troops in the country. The leadership of the peace jirga (20100602) and heads of the gathering's 28 committees drew up a 16-article declaration, which included establishing a high council for peace to open negotiations with armed opposition groups. A Presidential decree, NATO coalition officials say, would establish the "High Council for Peace" to begin a nationwide outreach effort to lure insurgents away from the battlefield. afghan-bios.info view: The list of Members of the High Council for Peace and Reconcilliation  has raised a few eyebrows in Afghanistan. Most of the members are handpicked loyal Hamid Karzai followers. A number of the names are "ex-Jihadi, ex-northern alliance leaders". These people were still fighting the Taliban up until 2001, so the question is will that stop some of the more moderate members of the Taliban from coming to the negotiating table. The list contains "too many names here that Afghans will associate with war crimes, warlordism and corruption."

The High Peace Council (HPC) has spent hundreds of thousands of dollars with no huge achievements, said Afghan experts. The former Head of HPC, Burhanuddin Rabbani, in his Turkey trip, excluding air tickets and hotel bills, spent over US$20,000, Younus Fakor said. However, deputy head of HPC rejected the allegations and said that they have only spent US$400,000 since the establishment of the Council. (20110523).

Experts believe that the reason the US has itself established direct contact with the Taliban is because it has lost confidence in Afghan Peace Council. Experts say that although the Peace Council has spent large amounts of money, it has achieved little. Afghan Peace Council activities faded more after the Council's Chief Burhanuddin Rabbani was assassinated by a man who presented himself as a Taliban peace messenger.(20111220)
