3. Biodata:
Ghafar_AbdulEng. Abdul Ghafar was born in 1957 in Behsud district, Nangarhar province. Ghafar finished high school in 1969 and traveled to Balkh to study at the Polytechnic University. He studied there for three years and then left Balkh for Pakistan.

Ghafar lived in Pakistan for 24 years and was involved with jihadists working in Afghanistan. When the Mujahideen took power, he became the head of the Customs Department in Nangarhar for five years. During the civil war he went back to Pakistan and remained there for five years. In 2001, he returned to Afghanistan and was appointed as Mayor of Jalalabad for one year. Alongside his responsibilities in parliament, he runs a business importing vehicles from the United States to Afghanistan.

Ghafar participated in the Emergency Loya Jirga in 2002 and the Constitutional Loya Jirga in 2003.

Eng. Abdul Ghafar bagged 7th most votes in Wolesi Jirga Election 2010.
