Sheikh Molvi Noorullah Munir has invited criticism after a video of him shared on social media shows the Taliban Minister questioning the relevance of higher education.  "No Phd degree, master's degree is valuable today. You see that the Mullahs and Taliban that are in the power, have no Phd, MA or even a high school degree, but are the greatest of all," Sheikh Molvi Noorullah Munir is heard saying in a video. (20210907) Nurullah said the first is what sort of education is suitable for Afghan children, with two themes emerging: education must be guided by Islamic sharia and promote what the Taleban refer to as melli aw eslami rohiya (a national and Islamic spirit). (20220201)

Outgoing education minister Noorullah Munir was in charge when the government announced the reopening of girls' schools in March. Akhundzada blocked the decision in a move that upset the Taliban's political leadership in Kabul.

Munir was named the head of a body that issues religious edicts in the Tuesday reshuffle.

The international community has made the reopening of secondary schools for girls a key condition for recognising the Taliban government.

Munir told local media this month (September 2022)  that it was a cultural issue, claiming many male elders in deeply conservative and patriarchal Afghanistan were against their teenage daughters attending school.
