There is a leadership council of 18 members called Rahbari Shura. or Quetta Council. The Leadership Council, or Rehbari Shura, is a decision-making body for political and military affairs.

Mullah Mohammad Hassan Akhund has worked 20 years as head of Rehbari Shura. He remained colse to Sheikh Hibatullah Akundzada for 20 years. (20210905)

The head of the Qatar-based Taliban negotiation team, Sheikh Abdul Hakeem, and several key members of the Taliban’s Qatar office, traveled to the region to consult with the group's chief, Sheikh Hibatullah Akhundzada, and some members of the Taliban leadership council. Hakeem was accompanied by Mullah Fazil, Mullah Shireen and Mullah Abdul Manan, all negotiation team members. They also are all members of the Rehbari Shura (leadership council).(202100525)

Sheikh Abdul Hakeem Ishaqzai, the current chief justice of the Taliban, is among the newly inducted members in the leadership council, who is considered the most confidant of the Taliban chief. Other members include Sheikh Noor Muhammad Saqib, chief justice of the Taliban during their rule, Maulvi Abdul Kabeer Zadran, former chief of eastern zone and ex-governor of Nangarhar and Mullah Shireen Noorzai, who has served as military affairs in-charge of eastern provinces and as security guard of the Taliban founder Mullah Omar.(20200709)

 

According to the NDS, there have been major “disagreements” between  Mullah Mohammad Yaqoob of the Council of Quetta and ISI supported Sirajuddin Haqqani of the Council of Peshawar. As a result, the situation becomes even more interesting, as a power struggle among the Quetta, Peshawar and Rasul factions becomes inevitable.

Mullah Haibatullah Akhundzada is assisted by the three deputies, Mullah Yaqoob, Mullah Baradar and Sirajuddin Haqqani of the Haqqani network. Now there have been reports that there is a “competition”  for supremacy among the three. Being the chief  of the military wing of the group, Mullah Yaqoob appears to have the upper hand.
