3. Biodata:
Mohammad Khalid Painda Khalid Payanda Mohammad Khaled Payenda was born 1982 in Afghanistan. He went to Preston University, Peshawar, Pakistan, where he was awarded BBA (marketing and accounting, 2001-2002) and MBA (finance and banking, 2003-2004) . MSc 2008-2010 economic development and growth, University of Illinois Urbana-Champaign, USA.

Khalid Payenda, MISFA’s board member, also serves as the  secretary of High Economic Council (HEC), the highest decision-making body on economic and development issues chaired by the President. Khalid Payanda is a Fulbrightscholar holding a Masters degree in Policy and Development Economics from the University of Illinois at Urbana-Champaign. He is the co-founder of the Kardan Institute too.


Khalid Payanda said on Thursday April 1, 2021 that 50 percent of national revenue is being embezzled due to corruption, a lack of capacity and outdated finance system. According to Payanda, reforms will be brought to the current finance system.

The acting minister of finance, Khalid Payinda, has left the country due to pressure by the Presidential Palace, sources said, adding that he is not expected to return to Afghanistan. 

The Ministry of Finance did not comment on the matter but a letter by the ministry shows that Khalid Payinda has left the country for an official visit and Alam Shah Ibrahimi, the deputy minister of finance for customs, is caretaking the ministry. 

 “There are some people around the president who are trying to install their favorites in the Ministry of Finance,” said Zalmay Noori, a member of the finance and budget committee of the Wolesi Jirga, the Lower House of Parliament. (20210810)

Sources reported that Afghanistan's ex-finance minister is now driving an Uber in Washington. Khalid Payenda abdicated his role as finance minister a week before the Taliban seized Kabul after his links with former Afghan President Ashraf Ghani.(20220320)

Afghanistan’s last finance minister, Khalid Payenda, owns two properties near Washington, DC, one of which was bought with cash, WSJ reported. Zillow shows them to be worth more than $1 million.
